Job Description:
Director II-Under the general direction of the Director of
Regional Administrative Services (RAS), administers and directs
programs for a geographic area designated by Health and Human
Services Commission (HHSC). As RAS Regional Director in the
geographic area, employs appropriate organizational and management
skills to carry out policies, procedures, and standards.
Accountable for the quality of management employed in carrying out
this mission. Performs complex managerial work providing direction
and guidance in strategic operations and planning for both the
financial and business divisions of the regional RAS team. Plans,
assigns, and supervises the work of others. Manages all aspects of
the budget, including budget requests, monitoring of budget,
allocation and expenditures of funds. Develops and maintains
working relationships with internal leaders, community leaders,
advisory groups, advocacy groups, and elected officials including
county judges and state legislators. Works under minimal
supervision, with extensive latitude for the use of initiative and
independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance
with agency leave policy and performs other duties as assigned.
(35%) Provides vision, directions and leadership in developing,
implementing, or monitoring programs goals/objectives, policies,
protocols, or training initiatives.
(20%) Communicates on a complex level with others (internally or
externally) to provide, exchange or verify information, answer
inquires, address issues, or resolve problems or complaints.
(10%) Supervises unit/staff including planning work schedules,
monitoring output, and ensuring compliance with policies and
procedures.
(10%) Selects, manages, and develops staff through conferences,
mentoring, training and performance appraisal.
(10%) Directs or coordinates the activities of units (for example,
budgeting, time and labor, data processing, fiscal, contracts,
property management, complaint investigations, daily
operations).
(10%) Interacts with staff or customers to discuss results of
special reviews, internal audits, research studies, forecasts, and
modeling exercises to provide direction and guidance to resolve
issues.
(5%) Analyzes current/potential effect of current/proposed
legislation, regulations, policies, or court rulings on agency
operations.
Knowledge Skills Abilities:
Knowledge of local, state, and federal laws and regulations
relevant to program area; and of the principles and practices of
public administration and management.
Knowledge of facilities management principles and related state and
federal policies, rules and requirements.
Knowledge of contract management.
Skill in working collaboratively and cooperatively with diverse
groups and in conflict resolution.
Skill in managing multiple and competing priorities.
Ability to direct and organize program activities.
Ability to establish program goals and objectives that support the
strategic plan.
Ability to identify problems, evaluate policies and procedures and
implement effective solutions.
Ability to develop and evaluate policies and procedures.
Ability to prepare concise reports.
Ability to communicate effectively both orally and in writing as
demonstrated in the application.
Ability to plan, assign, and supervise the work of others.
Ability to exercise independent judgment and creative problem
solving techniques in emergency, stressful, and/or complex
situations.
Registration or Licensure Requirements:
Valid Texas Class C Drivers License
Initial Selection Criteria:
Experience within facility management, financial, supply and
leasing programs. Management experience above the first line
supervisor level (must be noted in application/resume).
Graduation from an accredited four-year college or university with
major course work in a field relevant to the assignment. Experience
and education may be substituted for one another.
