The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Finance and Contract Operations (FCO) Finance Operations Manager V position within Access and Eligibility Services (AES), FCO Division. Under the direct supervision of the Access and Eligibility Services (AES) Finance and Contract Operations (FCO) Finance Operations (FO) Director, the FCO FO Manager (Manager V) performs highly advanced (senior-level) managerial work administering the daily organizational, program financial, and program budget operations of AES through managing the FCO FO team responsible for overall program financial management oversight of AES Community Access (CA), Disability Determination Services (DDS), and Community Access (CA) contracts; the team responsible for overall program financial management oversight of AES Eligibility Operations major contracts; or the team responsible for overall AES Administrative Budget Support and Program Position Control and reporting. Work involves planning, developing, and implementing AES division-wide goals and objectives, including promoting the mission and vision of the FCO area; developing AES-wide program financial management guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating AES activities; monitoring compliance with federal and state laws, rules, regulations, guidelines, policies, and procedures; and developing and evaluating organizational change requests and budget requests. Plans, assigns, supervises, and evaluates the work performed by FCO FO staff. Provides consultative services and technical services and expertise to AES management and staff, other governmental agencies, and internal and external work groups. Makes recommendations to AES leadership regarding the operating budgets for multiple program areas within AES. Represents the AES and FCO FO areas at meetings, conferences, and in committees. Assists with performing program budget functions in support of a division with approximately 10,444 full time equivalents (FTEs) and an annual operating budget of approximately $1 Billion. Plans, assigns, and supervises the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with HHSC leave policy and performs other duties as assigned. All employees hired under this job posting are required to work the hours of 8AM to 5PM for the first six months of employment. Supervisors may consider alternate work schedules after the first six months of employment based on performance, responsibilities, and the needs of the team. However, alternate work schedules are not guaranteed.
EJF1. Provides program oversight for the overall financial management for several AES Senior Leadership Team and Director areas. Provides guidance and direction to FCO FO and other AES area staff in the development of new methods and procedures. Provides leadership in AES financial, budget, and organization planning; oversees, coordinates, and leads in developing and implementing AES-wide goals and objectives and developing effective techniques for evaluating agency financial, and program operations. Oversees program preparation and development of the annual operating budgets for AES, providing recommendations to HHSC Budget Management, and working directly with high level AES management. Works with division, program, and budget staff to ensure funding sources are allocated and budgeted correctly. Monitors, reviews, and analyzes operating budgets and methods of finance to ensure budgeted amounts are aligned to appropriated amounts, funds have been appropriately allocated, and funds have been appropriately used. Monitors, reviews, and analyzes expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish division and programmatic requirements. (25%)

EJF2. Plans, assigns, and supervises the work of staff in the AES FCO FO section. Provides recommendations to improve HHSC policies, procedures, and internal operating procedures to comply with state and/or federal requirements. Oversees, monitors and evaluates several AES areas? financial operations and compliance with policies to identify needed changes and makes recommendations to improve operations. Oversees the preparation of written drafts of policies and procedures for financial and budget operations. Develops and coordinates the implementation of modified policies and procedures related to contracts and financial operations. Determines trends and resolves operational problems. Provides oversight and advice to the AES FCO Director, FCO FO Director, and AES Senior Leadership Team and Directors on AES-wide financial policies and procedures, contracts, funding, and budgetary issues. (20%)

EJF3. Oversees the completion of and monitors financial statistics and required performance reports related for AES program financial operations and recommends appropriate changes. Develops, prepares, reviews, and analyzes financial reports related to funds, reimbursements, fees, appropriated receipts, and other fund areas when assigned by management or determined to be necessary based on analysis of AES operations. Researches, analyzes, and prepares charts and reports related to internal/external non-routine requests as required. Analyzes AES area organization and financial operations, and develops action plans to improve and more efficiently allocate and use funding and staff; improves management accountability; and increases efficiencies to achieve AES area and program objectives. Uses Microsoft Access, Excel, Word, Visio, Outlook, HHSAS FIN, CAPPS FIN, and CAPPS HCM to perform core job functions. (20%)

EJF4. Represents the AES FCO area in internal and external workgroups and meetings. Provides budget and funding technical expertise to AES staff, operations staff, and management. Attends and leads coordination and collaborative efforts within AES, with other AES and HHSC divisions and HHS agency program areas, including efforts to coordinate business continuity processes and to provide proactive analysis of the impact of change to program areas and other HHS agencies as a result of the implementation of the new eligibility system and other major HHS projects (15%).

EJF5. Oversees, prepares, reviews, and analyzes cost estimates and cost impact estimates for proposed legislation. Reviews fiscal impacts of proposed rules for adoption. Measures the impact of existing and proposed state and federal legislation on HHSC programs. Oversees the response to budgetary inquiries from AES leadership and staff, HHSC Budget Management, and other areas within HHSC. Provides input in determining proper use of budgetary information to develop reports for AES and other HHSC divisions, the legislature, the Governor's Office, state and federal agencies, and the Legislative Budget Board (10%).

EJF6. Oversees, coordinates, collects, updates, and maintains program financial information for AES area-wide contracts, grants, budgets, financial operations, and organizational structure related information. (5%)

EJF7. Manages special projects as assigned (5%).


Knowledge Skills Abilities:
Knowledge of local, state, and federal laws and regulations relevant to HHSC, FCO FO, and AES program areas.
Knowledge of principles and practices of financial management, public administration, public sector management techniques, providing services, and contract administration.
Knowledge of statistical analysis processes and of program planning and implementation.
Knowledge of legislative appropriations request and annual operating budget process.
Knowledge of accounting, finance, auditing, or budgeting.
Skills in using computer software including but not limited to Excel, Access, CAPPS Financials, HHSAS Financials, CAPPS HCM, Word, and other financial applications.
Skill in managing multiple projects and meeting tight deadlines.
Ability to prepare concise reports.
Ability to establish and maintain effective working relationships with employees, coworkers, other agency staff, and the public.
Skill in communicating both verbally and in writing.
Ability to manage program activities and to establish goals and objectives.
Ability to gather, assemble, correlate, and analyze facts and to devise solutions to administrative problems.
Ability to develop and evaluate administrative, financial, and program policies and procedures; and to plan, implement, and coordinate agency programs.
Ability to plan, assign, and supervise the work of others.
Graduation from an accredited four-year college or university with a major in accounting, finance, marketing, management, communications, or other related field is preferred.

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field is generally preferred. Experience and education may be substituted for one another. Employment application illustrates effective written communication skills.
At least 2 years of experience in accounting, finance, auditing, grants, or budgeting.
A minimum of 5 years in a managerial, supervisory or equivalent role is required.
Experience in preparing financial reports. Experience in database programs, including Microsoft Excel.
Preferred experience in the Legislative Appropriations Request process.
