The Community Based Care Statewide Director cultivates and
facilitates collaborations and partnerships with the Single Source
Continuum Contractors (SSCCs) communities., providers, and other
stakeholders; Performs advanced (senior-level) managerial work
providing oversight, direction and guidance in administration,
strategic operations, planning, and responsible for the ongoing
implementation of Community Based Care (CBC) throughout the state.
Work involves strategic planning by establishing goals and
objectives; developing policies, procedures, and guidelines;
establishing priorities, standards, and measurement tools for
determining progress in meeting goals; coordinating and evaluating
program activities and/or business functions; and reviewing and
approving budgets within the CBC division; overseeing high-dollar
value contracts. Acts as the agency liaison with internal and
external relations i.e., Texas Legislature, local governments, and
other organizations. Supervises the work of others and may be
expected to work outside of regular hours. Works under minimal
supervision, with extensive latitude for the use of initiative and
independent judgment. This position reports directly to the DFPS
Essential Job Functions:
Directs program activities and/or business functions within a
department or division. Develops and establishes goals implements
long-term program objectives consistent with the agency?s strategic
plan. Provides effective leadership, management and oversight of
Community Based Care (CBC) by directing day-to-day activities of
the division to achieve agency and program activities and goals
relating to state and federal legislation. Oversees monitoring,
oversight and enforcement of CBC contracting operations. Oversees
and assigns ongoing assignments relating to the to state and
federal legislation program and fiscal analysis and implementation;
policy development and training development associated with new
program practices; analysis and development of recommendations
relating to research and grant opportunities; and analysis and
implementation of federal court orders. Oversees and assigns
development of legislative and other required reports relating to
Child Protective Services (CPS) and applicable contractual program
initiatives. Reviews and approves management, productivity, and CBC
reports and studies. Hires, manages, and supervises CBC division
Represents the agency at business meetings, hearings, trials,
legislative sessions, conferences, and seminars or on boards,
panels, and committees. Serves as a member of the Division
leadership team and serves as a liaison and subject matter expert
for the CBC Division. Represents DFPS in a leadership capacity;
provides and presents information to DFPS program areas, DFPS
executive management, external stakeholders, local governments and
other organizations. Identifies and facilitates opportunities for
communication between CBC staff and local stakeholders including
the Public Private Partnership. Consults with various
representatives, both internal and external to the agency,
regarding program activities and contract operations. Reviews and
makes recommendations to DFPS Executive Leadership on complex
studies, research requests, and legislative analysis. Plans,
develops, and approves schedules, priorities, and standards for
achieving goals; and directs evaluation activities. (30%)
Oversees and/or prepares a division or department budget and
reviews and approves major expenditures; ensures that requirements
of funding sources are met. Develops the program?s biennial budget
and Legislative Appropriations Requests (LAR) for CPS and executive
leadership review. Assures best practices are developed and
coordinated for effective service delivery and contract management.
Oversees the collection, organization, analysis, and preparation of
reports. Oversees the development, preparation and dissemination of
workforce and productivity reports and data to communicate results
and develop recommendations for changes or program improvements.
Provides guidance, coordination and support regarding the
preparation, publication and dissemination of reports, studies and
information relating to CBC program actions, policies and

compliance. Provides leadership, oversight, technical guidance and
expertise for CBC program policies, processes, activities
functions, and contract operations. Identifies systemic issues,
policy conflicts, knowledge and process gaps and deficiencies, and
oversees implementation of program improvements. Manages the
development, evaluation and implementation of CBC policies and
procedural changes. Performs other duties as assigned to conduct
business operations. (10%)

Registration or Licensure Requirements:
Initial Selection Criteria:
Education- Graduation from an accredited four-year university.
Required Experience- Five years of full-time experience in a
supervisory or leadership role.
Preferred experience- Transition and implementation of a program or
service. Contract management at the local and state level.
Participation in legislative hearings for a local or state
