The WIC Senior Project Manager (PM) is a support role providing structure, innovation and problem-solving for projects at Texas WIC (Women, Infants & Children) within the HHS Department of Health, Developmental and Independence Services (HDIS). This position requires at least 5 years? experience using structured project management tools and methodology. This advanced (senior-level) position has considerable latitude for initiative and independent judgment and reports to the WIC PMO Manager; may supervise the work of others.

The first assignment for the Senior Project Manager is to design and implement structure for an ongoing, multi-year project with an external software developer, our in-house IT department, and multiple WIC organizations across the southern US. With the support of the PMO, the Senior PM will assess the project needs and create processes and tools to address ongoing pain points.

In addition to overseeing all aspects of the project lifecycle, this PM will contribute to establishing systems, processes, and tools for the new PMO. In this 10-person office, situated in the Business Support & Operations unit, we focus on building relationships as the foundation of our work and delivering project results as a metric of our success. This position may require travel across Texas and to other states.

Essential Job Functions:
EJF 1 ? Project Management: Facilitates activities throughout the project?s life cycle. Assesses project needs to determine the appropriate project management tools and techniques necessary for delivering success and minimizing the burden for WIC staff. Guides project leadership and working groups through the following processes: brainstorming and refining new projects; creating measurable goals and success criteria; identifying stakeholders; requirements gathering; delegating assignments and enforcing deadlines; monitoring quality parameters to ensure project deliverables will fulfill the business requirements, contractual obligations, and comply with HHS software development life cycle methodology; documenting, monitoring and mitigating risks; strategizing release plans for testing, deployment, integration support, training and transitioning to maintenance; and closing projects by reviewing deliverables and documenting lessons learned. (40%)

EJF 2 ? Liaison: Serves as a WIC project advocate to coordinate communications between various stakeholders and vendors using professional, clear, and respectful communication. Maintains regular communication with stakeholders to monitor and escalate their concerns. Organizes and facilitates efficient project meetings with the correct attendees for each meeting purpose. Works with functional managers to assign project leads and delegates tasks and responsibilities to appropriate personnel. Identifies and resolves issues or conflicts within project teams. Builds healthy and productive relationships with internal staff, software developers, vendors, and WIC partners. Seeks help for resolution of problems they encounter and escalates project needs and risks to WIC leadership when necessary. (20%)

EJF 3 ? Innovation: Designs and implements best practices for successful project delivery. Monitors and analyzes project activities across WIC to recommend improvements for workflow and efficiency. Develops tools, templates and online collaborative workspaces for various project needs at WIC. Drives adoption of productivity and collaboration software by demonstrating its benefits and training or supporting other WIC staff in its use. Continually monitors, reviews, and proposes ideas for improving operating efficiency. (15%)

EJF 4 ? Visibility: Ensures all stakeholders and WIC leadership can view project schedules, status reports, risk registers, meeting schedules, agendas, notes and documented decisions. Is responsible for keeping these updated and accurate. Provides concise and timely information to enable decision-making by project leads, directors, and sponsors. (15%)

EJF 5 ? Ambassador: Represents the project team in external meetings and conferences. Understands impacts projects may have on other areas of WIC and keeps those stakeholders informed. Prepares high-quality written and verbal project reports, updates, and summaries as requested. Delivers executive presentations on completed project effectiveness and future improvement recommendations. (5%)

EJF 6 ? Supports all PMO activities and team members by completing other duties as assigned. Participates and/or serves in a supporting role to meet the agency?s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)


Knowledge Skills Abilities:
Knowledge of structured project management techniques as advocated by the Project Management Institute (PMI).

Knowledge of various PM software tools and modern PM techniques.

Knowledge of facilitation principles and mediation tools.

Knowledge of process improvement techniques and problem identification methodology.

Skill in interpersonal relationships, including a demonstrated ability to build trust, resolve conflict, guide teams who are under pressure, foster collaboration, and maintain effective working relationships.

Skill in managing large-scale, high-risk projects impacting multiple business areas and operations.

Skill in identifying project risks and the ability to develop creative, workable solutions to complex problems.

Skill in guiding technical experts to communicate critical information using non-technical language.

Skill in driving collaboration among groups with diverse educational, technical, and cultural backgrounds.

Skill in creating a work breakdown structure.

Skill in self-reflection and a drive for continuous improvement.

Skill in managing SharePoint lists and document libraries as well as integration of other tools in the Microsoft O365 application suite.

Ability to manage multiple tasks and guide the activities of working groups in the presence of conflicting, competing, and shifting priorities.

Ability to learn non-technical computer applications through exploration, research, and self-teaching; to discover the benefits and limitations of new applications while supporting others in their learning process.

Ability to guide working groups through elicitation of business requirements and support the process of translating them into technical requirements.

Ability to present information verbally and in writing to a variety of audiences, and to communicate clearly, concisely, and effectively.

Ability to organize and effectively facilitate meetings.

Ability to mentor other aspiring project managers.

Ability to be assertive and demonstrate values-based leadership as a project manager within a matrix organizational structure.


Registration or Licensure Requirements:
Currently possesses or is eligible to obtain PMP certification.
Facilitation and/or change management certification preferred.
Process improvement or Six Sigma certification preferred.

Initial Selection Criteria:
5 or more years? experience managing projects with standard PMI methods

Experience with project intervention

Expert with project management software

Experience supporting multiple types of project

Training or certification in facilitation (preferred)

Training or certification in change management (preferred)

Training or certification in process improvement or Six Sigma (preferred)
