Director II - The Director II will partner in managing the work of
the Department of Family and Protective Services (DFPS) Division of
Systems Improvement in building a preeminent system for protecting
children and vulnerable adults from abuse, neglect and
exploitation. The DFPS Division of Systems Improvement partners
with DFPS leadership to continuously and proactively improve the
agencys processes, practices and functioning to ensure optimal
outcomes for the vulnerable children and adults DFPS serves. The
Deputy Director will work with the Director in setting the
strategic direction for, and running the day-to-day work of, the
Division and will directly manage and lead the work of the Regional
Systems Improvement Team consisting of 11 Regional Systems
The Regional Systems Improvement Team works with regional
leadership to strategically use data to identify what parts of the
system are working well and areas to target for improvement. The
Team then works with staff to explore regional details of the
people, policy and process to find out why particular areas are
performing well or need improvement. Working with regional
leadership and, when appropriate, external stakeholders, the Team
brainstorms what to do, helps implement plans, and tracks and
reports on progress.
Essential Job Functions:
Develop, manage and supervise a large team that is housed in
different parts of the state.
Support regional management in making and sustaining needed
cultural, process, organizational and other changes.
Facilitate a collaborative approach to designing and implementing
process, organizational and other changes.
Explain data and analysis in a way that is understandable to those
with limited data knowledge or experience.
Use data to track regional implementation progress and outcomes and
help regions make needed adjustments.
Help facilitate communication across regions, effectively
communicate with DFPS state office leadership, and support
communication between the regions and state office.
Knowledge Skills Abilities:
Ability to creatively problem solve, including accessing needed
resources from multiple areas and sources and helping management
think outside the box in developing solutions.
Understanding of and demonstrated skill in project management -
specifically being able to keep plans on track.
An attitude of customer service with demonstrated experience in
team-building and collaboration - helping management stay focused
on outcomes to be achieved but being flexible and deferring to
management with respect to how to best accomplish objectives.
Communication skills - the ability to communicate information
orally and in writing in a way that is understandable for multiple
different audiences, including taking complicated information and
making it understandable.
An ability to work with staff at all different levels - from a
caseworker to a Regional Director to the DFPS Commissioner.
Data analysis skills - ability to understand and conduct basic data
An understanding of and ability to apply process and systems
Registration or Licensure Requirements:
Initial Selection Criteria:
1. Experience leading and directly supervising staff or leading
2. Experience communicating with individuals of differing levels of
experience, knowledge and authority
3. Experience in designing and implementing process,
organizational, policy, and other systems level change
4. Experience in basic data analysis
