Summary

Located in the Eligibility Office of Medical Administration Service, Oklahoma City VA Healthcare System, this position process actions through the Pre-Registration process for veterans receiving care at the Oklahoma City VA Health Care System.

Responsibilities

Duties include, but are not limited to:

  • Interview patients applying for medical benefits
  • Verify eligibility/entitlement for benefits of all applicants using various methods

including income assessments

  • Provide exceptional customer service
  • Respond to inquiries from veterans, Medical Center staff and other agencies regarding applying for care, eligibility, etc.
  • Generate patient data cards for veterans applying for care
  • Identify and collates health insurance information from all applicants
  • Assist veteran by making Primary Care Assignments by use of Appointment

Management application functions

  • Performs other related duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/28/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-4 position, there is no time-in-grade restriction.

For a GS-5 position, candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

For GS-4:

  • General Experience: You must have one year of general experience. Examples of general experience would typically include, but are not limited to:
  • Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position.

. OR,

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 2 years above high school .

OR,

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of general experience and an education above high school.

For GS-5:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Performing administrative work in an office setting
  • Implementing an extensive body of rules, procedures, or operations
  • Gathering, analyzing, and evaluating information
  • Resolving a wide range of problems

OR,

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 4 years above high school.

OR,

  • Combination: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements

For GS-6:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Interpreting laws and regulations pertaining to eligibility and entitlement for benefits
  • Working rapidly with a high degree of accuracy while under pressure
  • Communicating eligibility information to patients and hospital staff
  • Working with data processing systems or other automated systems to interpret or generate reports
  • Performs typing and data entry

  • As a general rule, education is not creditable above GS-5 positions; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is mostly sedentary; however, there will be some periods of walking, bending, and

lifting.
