The Chief of Data and Analytics is selected by and reports to the
Deputy Commissioner. The Chief of Data and Analytics performs
highly advanced (senior-level consultative services and technical
assistance work. This work involves analyzing data and trends and
drafting policy recommendations within CPS based on data, trends,
legislation and good practice guidelines. The Chief of Data and
Analytics works under minimal supervision, with considerable
latitude for the use of initiative and independent judgment.
Essential Job Functions:
The Chief of Data and Analytics provides consultative services and
technical assistance to all parts of CPS in support of the work to
recommend policies that promote positive outcomes for children and
families served by CPS as well as policies that promote the
economical and efficient administration of state and federal funds.
These policy recommendations need to be objective, well-written,
and in conformity with state and
federal laws. This work involves analyzing federal and state
statutes, as well as administrative rules to determine if current
policies are in compliance with their authority. In developing
policy and practice recommendations, in addition to identifyin
compliance or service gaps, the analyst is expected to conduct
independent research in order to arrive at the objective evidence
upon which to base these recommendations. The analyst will document
their research and findings in a plain English report that makes a
persuasive argument for the recommendations being offered. For any
recommendations submitted, the analyst will be involved in all
aspects of the policy cycle to see that these recommendations are
The Chief of Data and Analytics will serve as an internal resource
to CPS. This work will involve assisting in the crafting of
responses to legislative inquiries, intergovernmental inquiries,
and other requests for information about CPS. This may also involve
leading cross-functional work groups, drafting new policies and
procedures, performing gap analyses of existing procedures and
recommending any necessary revisions, identifying opportunities to
improve CPS policy and practice. This will also involve active
participation in external stakeholder workgroups and

related work as assigned.
The Chief of Data and Analytics will be responsible for the
production of a variety of communication items related to the work
of CPS that may include: reports, presentations, white papers,
training content, legislative analyses, and outreach materials.
Knowledge Skills Abilities:
Knowledge of local, state, and federal laws and regulations
relevant to child welfare program areas.
Knowledge of the Texas legislative process.
Knowledge of strategic planning and project management.
Knowledge of process improvement methods and feedback strategies,
including client and staff survey tools.

Initial Selection Criteria:
1. Undergraduate Degree
2. Experience in state or federal policy analysis.
3. Experience writing briefing documents, white papers, position
papers, and policy analysis.
4. Extensive experience in amassing, analyzing, and interpreting
5. Experience in researching, analyzing, and recommending solutions
on complex program and policy issues.
6. Experience supervising and leading staff
