Job Description:
This position reports to the Associate Commissioner (AC) of
Child Care Regulation and performs advanced (senior-level) advisory
work, providing programmatic direction and guidance to the AC. This
position is responsible for establishing CCR goals and objectives,
coordinating and overseeing transformation activities for the
department. The position will be responsible for working closely
with the Strategic Operations team to establish priorities,
standards, and measurement tools for determining CCR's progress in
meeting goals, coordinating, and evaluating program activities
and/or business functions. The Senior Advisor will develop and
implement techniques for evaluating program activities and/or
business functions within CCR and identify the need for changes.
This position will also be responsible for reviewing and briefing
the AC on appropriate budgetary activities within various program
areas of CCR and will be responsible for coordination of addressing
vacancies, training and/or other CCR related goals. This position
works under minimal supervision, with extensive latitude for the
use of initiative and independent judgment.
****This position is a statewide position and has the ability to
telework. Applicant must be available and willing to occassionally
travel to Austin and statewide, as needed and requested by the
Associate Commissioner**** -
Essential Job Functions:
Serves as senior advisor to the Associate Commissioner, providing
recommendations to improve Child Care Regulation regional and
program operations.
Performs senior-level oversight and analysis and strategic review
of CCR's financial activities.
In consultation with the Associate Commissioner and the Regulatory
Services Division Regulatory Operations Support, makes
recommendations on overall division budget strategies.
Coordinates, compiles, and develops information for the CCR's work
with the Office of Transformation and Innovation on process
improvement.
Coordinates CCR department activities related to strategic planning
and legislative issues and responses.
Develops strategies for effectively coordinating projects between
regions and state office. Updates and tracks the AC's schedule on
various projects and responses.
Develops working relationships with Regulatory Services Division
Operation Support, Government Relations, and external bodies.
Ensures that accurate and reliable information is provided to AC,
to ensure the AC's timely response to legislators legislative staff
and other internal and external stakeholders.
Coordinates with the Policy and Rules team and ensures clear
guidelines are followed for the development, review and timely
submission of rules related to legislation, as needed.
Coordinates with the HHSC Rules Coordination Office to resolve any
outstanding rules issues.
Reviews and evaluates the impact of federal and state laws on
program objectives.
Develops goals, standards, policies, procedures, guidelines, and
standards for strategic operations.
Oversees the consistent development of job descriptions, interview
questions, and onboarding practices and works with strategic
operations to ensure AC goals and action items are handled
timely.
Other duties as assigned include but are not limited to actively
participating and/or serving in a supporting role to meet the
agency's obligations for disaster response and/or recovery and
providing updates to the Associate Commissioner.

Ability to review management, productivity and financial
reports
Ability to review results of special investigations, internal
audits, research studies, forecasts, and modeling exercises, and
provide direction and guidance to the AC.
Skilled at developing and overseeing the implementation of
long-range and short-term plans.
Skilled at coordinating and guiding work progression.
Performs work as assigned.

Registration or Licensure Requirements:
None -
Initial Selection Criteria:
Graduation from an accredited four-year college or university with
major coursework in a field relevant to the assignment. Experience
and education may be substituted for one another.
Prior or current regulatory experience. -
