Job Description:

Under the direction of the BSP Recruitment and Retention Manager, the HR Specialist V assists with posting job advertisements and screening applications to generate qualified applicant pools; providing consultative services and technical assistance to hiring managers; entering and maintaining information in the online system (CAPPS); developing strategies for hiring, recruiting and retention; may represent DSHS at recruitment events hosted by colleges, universities, and various government partners; and performs other projects as assigned to support hiring, recruiting and retention.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy.

EJF #1: Assists DSHS managers with hiring and retention activities. Duties include job posting, screening, and candidate selection in CAPPS and Peoplesoft Human Capital Management for targeted COVID-19 grant funded positions; Providing input and assisting DSHS in the development and implementation of strategic staffing plans to recruit and retain employees for targeted programs, including for COVID-19 grant funded positions. (40%)

EJF #2: Participates in recruitment events representing DSHS to recruit individuals for COVID-19 grant funded positions, hard-to-fill and specialized positions, and positions that fall under other hiring preferences including veterans. Collaborates with the HHSC Veteran Liaison, the Office of Practice and Learning, and other DSHS areas. (20%)

EJF #3: Participates in workgroups and meetings and contributes to the development of resources related to hiring, recruiting, and retention functions and activities. (20%)

EJF #4: Special Projects as assigned by the Recruiting and Retention Manager to further work in Business Support and Planning. (15%)

EJF # 5: Other duties may be assigned including, but not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Ability to conduct employment interviews.
Ability to conduct presentations and public speaking.
Ability to communicate concisely and effectively verbally and in writing.
Ability to compile and analyze data for reporting.
Ability to identify and solve complex problems.
Ability to interpret applicable federal and state laws.
Ability to maintain files, records, and reports.
Ability to work with limited supervision.
Ability to continually improve customer service and program performance.

Registration or Licensure Requirements:
Human Resources Certification (SHRM-CP, SHRM-SCP, or equivalent) preferred.

Initial Selection Criteria:
Graduation from a four-year college or university with major course work in human resources or a closely related field.
Minimum of 3 years working in human resources positions with a focus on hiring, recruiting, retention.
Experience participating in recruiting events and/or hiring fairs.
Experience researching, reviewing, developing employee retention strategies/initiatives.
Experience with CAPPS and/or Peoplesoft Human Capital Management preferred.

Additional Information:
Applicants invited to an interview will be required to complete an in-basket/skills test.

This position is eligible to telework 100% of the time but would be required to report in person for meetings, trainings, and scheduled events as directed.

This is a temporary grant-funded position. The selected candidate will be required to sign a temporary employment agreement.

Must be legally authorized to work in the U.S. without sponsorship.

Salary Note: The salary offered will follow DSHS starting salary guidelines. Any employment offer is contingent upon available budgeted funds.
